Below are the unedited responses from candi- dates to questions posed by the League of Women Vot- ers of Licking County. John J. Carlisle Biographical Info: Campaign Phone: 740-927-5298; email: I have owned and operated J.J. Carlisle Mechanical Contractors for nearly 40 years. Education: I graduated from Wehrle High School and have attended numerous trade and business schools.

Work I have owned and operated my own since 1982. This has given me the experience necessary to operate and oversee the daily operations of the Township in a business and professional manner. This has prepared me for the dai- ly tasks and decisions that must be made. Describe what has prepared you to serve as a Township Trustee? I have served as an Etna Township Trustee for 20 years. During that 20 years I have never missed a meeting and never dodged a vote.

I am pleased to rep- resent the Etna Township residents on various Boards and as a Director of Grow Licking County. Etna Town- ship is sound and that is because of true leadership. Even during the hard times in 2010 and 2011 Etna Township never spent. We have lived within our means. I have introduced legislation to pay for the trash numerous times and it has passed unanimously.

I recently introduced legislation to put a moratorium on the collection of property taxes for the Road and Bridge Levy which passed unani- mously. Having the skills and knowledge to give back to the residents and try to lower taxes is in part what governing is all about. The Township just unveiled the purchase of 130 acres for an Etna Township Communi- ty Park. I and the residents of Etna Township are proud of the leadership they have, keep it that way. Do you agree or disagree that the loss of agri- cultural land or green space is an issue of concern? AGREE Green space is always a want and need as the Township grows.

We encourage green space and at the same time try to ensure that any change in land use is the best use of the land. The Licking County Planning Commission Sub-division Regulations have require- ments for green space for the enjoyment of the resi- dents. The Township recently purchased 130 acres of land for the Etna Township Community Park, this is an example of the Trustees trying to preserve green space in an area that could have eventually been a housing development. It allows 4 sub-divisions direct access to the park. We will be asking the residents what amenities they would like to see in the park.

We will then hire a park planner to lay out the park with the residents input. I am really looking forward to see- ing this Park become reality. I believe the residents are as excited as I am. I am glad to be a part of it. If you could change one thing about the town- zoning code, what would it be and why? Etna Zoning Code is continually be- ing reviewed.

Changes are always being made for the betterment of the Township and for the protection of the residents. With the implementation of the NAICS Code it has been an invaluable zoning tool for the pro- tection of the residents and their properties. The NAICS Code has further described and ent uses in zoning areas. This NAICS Code has allowed the Township the ability to those uses in certain zoning districts and it has lessened the ability of ambiguity between NAICS Code zoning dis- tricts and uses. Zoning codes are ever changing and I for one have always addressed proposed changes with an open mind and to keep Etna a great place to live and raise a family.

Education: Associate of applied science of public health of Education (will graduate 2022). Work medical assis- tant 2007-13 teacher and program director 2013-pre- sent. Describe what has prepared you to serve as a Township Trustee? been a program director for 6 years this role has given me experience with being a leader and mak- ing decisions for the good of the population while re- maining compliant; volunteered on several politi- cal campaigns and in the community; and com- pleted several trainings to prepare me to serve LeadOH, Main Street Initiative, Political Leadership Circle.

Do you agree or disagree that the loss of agri- cultural land or green space is an issue of concern? AGREE Development in the township is on the rise, which is minimizing the amount of green space we have in the township. Green space is essential because it provides residents with a space to get physical activ- ity, relaxation, and peace. I will propose land be zoned for greenspace to create more parks, gardens, bike trails etc. and a plan be put in place to develop in these spaces with input from the residents. If you could change one thing about the town- zoning code, what would it be and why? No land zoned agricultural can be sold for urban development, or retail uses other than home-based and agriculture-related sales operations in order to preserve agricultural green space.

Professional Work Worked in cor- porate tax as a accountant for a Big Six account- ing with some auditing experience. Created two companies.

A construction company specializing in commercial stucco. Another started in 2002, special- izing in construction defects and moisture intrusion. Describe what has prepared you to serve as a Township Trustee? My ability to research, learn, and implement whatever subject matter needed for any situation is an asset that would transfer to the trustee position. My experience over the last year and a half against the higher density development and improper rezoning attempts has given me invaluable knowledge of the administration of the township including the zoning, and development process and procedures. My experience in accounting, as well as business, provides an understanding of My experi- ence in construction provides insight with the con- struction industry and development.

I am always looking to expand my knowledge and it is one of the reasons I have joined the Ohio Township Association as an associate member to allow me ac- cess to their wealth of knowledge regarding the ad- ministration of townships. Additionally, as President of our civic association, it has provided the experience of working with those with views for the of all. Do you agree or disagree that the loss of agri- cultural land or green space is an issue of concern? STRONGLY AGREE The residents previously spoke when they helped create the Comprehensive Plan developed over a three-year period. Residents insisted we maintain Etna rural character. This does not mean it must stay farmland; there are programs we could se- lectively consider that can preserve some farmland.

It instead means that the area, those designated in the Comprehensive Plan, should be de- veloped with a lower density, more open space and with amenities such as paths connecting neighborhoods and parks to maintain a rural charac- ter. This is accomplished using the Planned Residen- tial Conservation District of zoning and Com- prehensive Plan. As trustee, I would insist all rezoning follow the Comprehensive Plan. You should always plan your de- velopment and develop per your plan. When we allow trustees to ignore the plan as they have, it creates a haphazard development which typically the developers at the cost to the township and residents.

If you could change one thing about the town- zoning code, what would it be and why? While I believe the Comprehensive Plan should be reviewed and tweaked if needed with resident in- put, I would improve the zoning code to remove any ambiguity and increase when commercial en- croaches upon residential. Too often developers exploit zoning text which does not implement intended or allows for legal challenges. This then requires the township residents to protect against improper zoning through a costly legal challenge or referendum. The developers typically have deep pockets, and it is a challenge for residents to protect the township when the trustees In the example of the referendum on the ballot, it has cost residents approximately $30,000 to oppose the improper rezoning made by the trustees and devel- oper, simply trying to get them to follow the Compre- hensive Plan. The zoning code, which incorporates the Comprehensive Plan, needs to be followed and de- fended for the of not only residents today, but generations to come.

Randy Foor Biographical Info: Campaign Phone: (740) 975- 4418; Campaign email: I am an Etna Township Trustee of 12 years Education: Graduated from Watkins Memorial High School Graduate of The Ohio State University; I have worked in a management role for the past 20 years in the security industry. Describe what has prepared you to serve as a Township Trustee? There is no substitute for experience in this role so my 12 years of serving as a trustee has me an incredible amount of life lessons in my role as trustee. The job of a trustee in a growing township like Etna requires experience in roles such as operations management, personnel, purchasing, have real life and township life experience in all of these roles. Do you agree or disagree that the loss of agri- cultural land or green space is an issue of concern? AGREE When I was elected 12 years ago the economy very strong, but we knew growth was still head- ed our way. Our current board of trustees adopted a comprehensive land use map and added the necessary infrastructure to stay in front of the growth.

I will con- tinue to listen to what the residents say, evaluate our options and act in a way that is best for our township our residents! If you could change one thing about the town- zoning code, what would it be and why? I would not change a thing with pour current zon- ing. Our zoning commission does an outstanding job updating text when necessary and staying current with zoning options. Rozland McKee DID NOT RESPOND ETNA TOWNSHIP CANDIDATE QUESTIONNAIRE RESPONSES.
